RLO Consulting is a service undertaken to advise and to provide assistance to persons, organizations, associations, corporations and other entities seeking advice and guidance in the establishment, structuring, conduct and maintenance of an agency or vehicle by which child welfare and protection services, family support services, foster home development and training and related programs can be provided in accordance and compliance with existing Child and Family Services legislation.
The focus of the consulting services relate to the legal structure of the organization, be it an association of persons or a non-profit corporation, and the development of an internal system of management, administrative and field staff including the establishment of lines of communication and the clear definition of roles and responsibilities of all members. The services provided include assistance and advice in the development of manuals and protocols to provide clear, written guidelines for the assistance of staff in areas requiring consistency, predictability and security.
This field of endeavor is marked by a significant rate of staff turn-over, and consequently guidance and assistance is provided in developing a high quality system for identifying, locating, hiring and retention of qualified, reliable and competent staff. Personnel manuals are developed to assist in this process and advice on the handling of staff complaints, disputes and terminations is provided.
